Jorge Villarreal Padilla

Director de Política Climática

Miembro fundador de la Iniciativa Climática de México (ICM), donde actualmente es Director de Política Climática. Ha participado en el diseño y promoción de instrumentos legales claves para la acción climática en el país, entre los que destacan la Ley de Transición Energética; la Ley de Asentamientos Humanos, Ordenamiento Territorial y Desarrollo Urbano; y las reformas a la Ley General de Cambio Climático en 2018, en el cual, incorporaron diversos elementos del Acuerdo de París, incluyendo el reconocimiento legal de la Contribución Nacionalmente Determinada.

Desde el 2017 es integrante del Consejo Directivo de la Iniciativa de Transparencia Climática, un consorcio global de think-tanks que buscan estimular la acción climática en las economías del G20, e incentivar inversiones bajas en carbono en el marco de la transparencia climática. Entre 2017 y 2020 fue Chief of Party del proyecto Comunidades y Energía Renovable que, con el apoyo financiero de USAID, promovió prácticas participativas y de inclusión social en el desarrollo de proyectos de energía renovable en México. Con excepción de la COP 20 (Lima, Perú), desde la COP 14 (2008) ha atendido anualmente las Conferencias de las Partes de la Convención Marco de Naciones Unidas sobre el Cambio Climático, como observador de la sociedad civil o como parte de la delegación oficial mexicana.

Previo a su integración a ICM, colaboró como Coordinador de Programas para México, Centroamérica y el Caribe con la Fundación alemana Heinrich Boell. Politólogo de la Universidad Autónoma Metropolitana, y especialista en Política y Gestión Energética y Medio Ambiental de la Facultad Latinoamericana de Ciencias Sociales México.

He has participated in the design and promotion of key legal instruments for climate action in the country, such as the Energy Transition Law; the Law of Human Settlements, Territorial Planning and Urban Development; and the reforms to the General Climate Change Law in 2018, which incorporated various elements of the Paris Agreement, including the legal recognition of the Nationally Determined Contribution.

Since 2017, he is a member of the Board of Directors of the Climate Transparency Initiative, a global consortium of think-tanks that seek to stimulate climate action in the G20 economies, and encourage low-carbon investments within the framework of climate transparency. Between 2017 and 2020 he was Chief of Party of the Communities and Renewable Energy project which, with the financial support of USAID, promoted participatory and social inclusion practices in the development of renewable energy projects in Mexico. With the exception of COP 20 (Lima, Peru), since COP 14 (2008) he has attended the Conferences of the Parties of the United Nations Framework Convention on Climate Change annually, as an observer of civil society or as part of the official Mexican delegation.

Before joining ICM, he worked as the Program Coordinator for Mexico, Central America and the Caribbean at the Heinrich Böll Foundation. He holds a BD in Political Sciences from the Metropolitan Autonomous University (UAM) in Mexico and a Specialist Degree in Environmental and Energy Policy from the Latin American Social Science Institute (FLACSO).
